Bump all k8s.io dependencies from v0.37.0-rc.1 to v0.37.0 (final release).

This updates k8s.io/api, k8s.io/apiextensions-apiserver, k8s.io/apimachinery, k8s.io/apiserver, k8s.io/client-go, k8s.io/component-base, and k8s.io/streaming to the final v0.37.0 release.
