Gate both user-dropdown entries behind the existing isLibraryEnabled() flag (NEXT_PUBLIC_ENV !== 'prod') so the unreleased Library feature is not reachable from production navigation. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>
