This PR adds subtle recommendation notice banners in the UI when the plugin falls back to local webview embeddings or basic keyword naming. It lets users know they can enable Joplin Native AI for up to 5x faster indexing and smarter category titles. Clean, simple, matches Joplin's native theme, and includes a version bump to 0.1.7.
