sync(api): update InfluxDB OSS v2 spec

implements or has released the specified behavior.

This PR proposes the current OpenAPI OSS contract.
Before merging, confirm that every API change is available in a
released InfluxDB OSS v2 version.
For behavioral changes, confirm that the corresponding server
implementation has merged to main-2.x and shipped.
If only a subset has shipped, regenerate from the appropriate
OpenAPI tag or commit instead.

Review coordination

Apply labels as appropriate:

• waiting:engineering when implementation needs confirmation
• waiting:pr when an implementation PR must merge first
• release:pending until the implementation ships

• influxdata/influxdb implementation issues and PRs
• InfluxDB OSS release tag or release notes

This diff adds the onConflict parameter to POST /api/v2/restore/bucketMetadata, from influxdata/openapi#655 (merged 2026-08-08).

The corresponding server implementation, influxdata/influxdb#27585, is still an open draft against main-2.x and not merged or released.

Hold this PR until #27585 merges and ships in a released InfluxDB OSS v2 version.
