docs: rename route /reference/certified-services → /reference/certified-pdss

Summary

• Renames pages/reference/certified-services.md → pages/reference/certified-pdss.md to align the route with the page title "Certified PDSs"
• Updates all cross-links across 7 pages and lib/navigation.js
• A broader "Certified services" umbrella page can be added later as other hosted services are documented

This rename was agreed in PR #118 but the commit landed after the PR had already merged.

Test plan

• /reference/certified-pdss renders correctly
• All cross-links from other pages resolve
• Sidebar shows "Certified PDSs" linking to the new route
