test: consolidate e2e-ui coverage and speed up CI

Summary

• remove duplicate offline and structural e2e-ui coverage while preserving explicit owner tests
• fold optimistic assertions into the primary Chat, Todo, Blob, and admin journeys
• centralize valid JavaScript command protocol fixtures
• cancel superseded PR runs and reduce duplicate setup, matrix, and feature compilation work

Verification

• cd tests/e2e-ui && make ci-offline
• cd tests/e2e-ui && npm run test:browser (15/15, no retry)
• cd js && npm run quality (298 tests + pack smoke + publint)
• cargo test --test graphql_identity --features graphql,sqlite,metrics (23/23)
• Postgres-only feature compile for all integration binaries
