Bumps the pinned grafana/plugin-actions versions used in the scaffolded GitHub workflow templates (packages/create-plugin/templates/github/workflows/):

Why

Keep scaffolded plugins on the latest plugin-actions releases. These reach existing plugins via npx @grafana/create-plugin@latest update (templates re-render), so no new codemod migration is required.

Notes

  • e2e-version v3 is a major bump; the only breaking change is removing the broken react19 preview image from the test matrix (#249). No input/output schema change.
  • upload-report-artifacts / deploy-report-pages are not used in these templates.
