You aren't allowed to use kustomize to deploy a specific file outside of the kustomization directory, so #5556 broke the deployment.
Moved all our deployment yaml files into separate directories so that the private instance can deploy only the core set that it needs, without having to duplicate all those files in the private instance's directory.
