A re-implementation of the integration test scripts in python

updated CI for cmake linux, windows-msvc, windows-mingw, and macos-universal
all compile and test, though still small bugs to track down, and multi-version needs some work
adds doc_source generation

TODO:

python could definitely use some more experienced review
I think the python itself could be re-structured to make extension with further testing easier/obvious.
macos 4.6 test fails
replicate testing from scons with multi-versions
squash

This supercedes the bash test script as it can run on more platforms
