test: Disable span streaming in remaining test suites - #22716

Adds explicit `traceLifecycle: 'static'` (or the equivalent env var / init option) to test fixtures and helpers across browser, bun, cloudflare, deno, node, opentelemetry, profiling-node, svelte, and sveltekit packages, plus various dev-package integration test suites. This opts these existing tests out of the upcoming streamed trace lifecycle default so they keep asserting today's static/transaction behavior. This is the bottom of the span-streaming-default stack, in the same spirit as the already merged/closed #22589, #22577, and #22641 test opt-out PRs, covering the remaining test suites that hadn't been split out yet.
