fix(rollup): Make rollup an optional peer dependency

This PR makes rollup an optional peer dependency of @sentry/rollup-plugin.

Vite 8 no no longer ships with rollup and installing @sentry/vite-plugin leads to dependency warnings of rollup missing even though the plugin works without rollup installed.
