Adds Flutter-specific ANR and App Hangs documentation under Basic Configuration.
The new page explains what responsiveness events are reported on Android, iOS, and macOS; documents the Flutter SDK options for enabling and tuning detection; and clarifies which debug files are required for readable ANR/App Hang stack traces. It also points Android ProGuard/R8 users to the separate Android Gradle Plugin mapping upload flow.
This keeps the feature-level guidance in Flutter docs while leaving detailed Android ANR symbolication setup on the Sentry Dart Plugin page.
