ref: add compatibility note for excimer and frankenphp

Investigation showed that when using FrankenPHP (or probably any PHP ZTS runtime), excimer stopped producing samples in the newest version (1.2.5). This PR adds a note to use an older version which is confirmed to still work (1.2.3)
