Summary

  • fix checked-in release-note selection for repository-maintenance releases
  • treat explicit CodeRabbit review-limit diagnostics as non-blocking
  • align maintained Socket version surfaces to 9.31.2

P1 Badge Treat pending exit 8 as readable after filtering

When CodeRabbit reports a limit and another check such as validate has passed, the CodeRabbit context remains pending, so gh pr checks prints the filtered JSON but exits 8 (gh pr checks --help documents 8: Checks pending). The || printf then appends the original $CHECK_BUCKETS, reintroducing the pending CodeRabbit bucket and leaving GATE_PHASE at awaiting-pr-checks; consequently, the documented quota exception cannot unblock a normal release. Handle exit 8 while retaining the filtered output, as the earlier check reads already do.
