Remove docs/funding/TRI-NET_grant_onepager_RU.{md,docx} and annotate the
FSI/Skolkovo grant-track lines in the 2026-06-29 experience log as
withdrawn. The RU grant track is cancelled; references in conformance_sdk
docs now describe the idea without pointing at the removed one-pager.
