• run WCAG A and AA checks against every generated Japanese and English page
• remove the obsolete News directory placeholder
• check authored external links every Monday at 12:17 JST and on manual dispatch
• keep the external-link workflow outside pull request merge requirements
• preserve Lychee reports in the job summary and as a 14-day artifact

External link behavior

• checks HTTP and HTTPS links in articles, content records, profile, research, and education data
• excludes furedea.com resources already covered by internal-link tests
• retries transient failures and accepts HTTP 403 responses from bot-blocking sites
• keeps 404, 410, 5xx, and timeout responses as failures
• pins Lychee Action v2.9.0 to an immutable commit SHA
