feat(hermes): add research and technology digests

Summary

• add separate AI4SE and LLM or agent benchmark research collection from primary sources
• add a materiality-filtered technology digest derived from the pinned local toolchain
• keep digest state and API credentials local while allowing explicit Zotero saves
• extend the morning briefing without external provider mutations and prohibit X as a source
• record the source and state boundary in ADR-0016

Test plan

• bats tests/nix/hermes_secretary.bats
• lefthook run pre-commit
• parse all seven local Skills and the morning blueprint with the pinned Hermes CLI
