Follow-up to #72 after the hosted matrix exposed Metal-only routing symbols and one T.803 claim constant on non-macOS targets. This gates those symbols to their owning platforms while retaining pure routing tests cross-platform. Local cargo xtask ci, Linux cargo xtask clippy, Linux cargo xtask doc, and git diff --check pass.
