Closes the receipt criterion in #1.
Outcome
Adds a public-safe bootstrap receipt and links it from the Aurel home. The receipt records the initial commit, local validation, current-head CI, repository settings, branch protection, authority boundary, deliberate holds, and rollback.
Verification
