Prepare bundled libraries for Perl 5.44

Summary

• synchronize bundled Perl libraries and documentation with the Perl 5.44 baseline
• add the Perl 5.44.0 delta document
• update JUnit Jupiter to 6.1.2 and Bouncy Castle to 1.85 in both dependency manifests
• retain the current PerlOnJava version; the project-wide 5.44 version bump will follow after this PR is merged

Testing

• upgraded libraries were tested before this snapshot was committed
