And a double release day at the scipy sprint :) (I was planning to play safe and released the one with the theme update to 0.17, but then went ahead and merged all dependency update PRs and tagged a new release with that with the hope that it's easier to roll back if needed) |

With this we are catching up with the pydata-sphinx-theme releases.
Also update the minimum sphinx requirement as it's practically set by the upstream theme anyway.
