Since there was feedback that these highlights should appear on the same page, not a new one, I'll put this PR into draft state until elastic/docs-builder#3803 is merged. |

Summary
The list of features and enhancements in the Cloud Serverless release notes is very long.
Now that we're generating that information from changelogs (which support a
highlightindicator), we can use that information to populate a "Highlights" section within the release notes.The rendering of that information was recently updated in elastic/docs-builder#3803, so this PR should only be merged when that change takes effect.
