Shouldn't this be at the end of the dropdown instead?

Yeah, it looks a little odd so we can open an issue to improve but this is also a stop-gap way of rendering, so likely won't be a high priority to fix

This PR adds changelog snippets to the Elastic Cloud Serverless release note pages that are derived from elastic/kibana#274217
This is a stop-gap until we can publish directly from the bundles.
