remove dependencies

There are several devDependencies that we can elminate:

• rewrite tests to use node's own test runner to replace tape
• replace got with either native fetch or significantly smaller ky
• replace dependency on xmlrpc

[line-o]

Replacing ky is not a drop in replacement in my testing on the weekend.
