fix(ci): remove missing hoangsvit token dependency

Root cause

Release run 29383559458 failed immediately because HOANGSVIT_TOKEN is empty.

Fix

• Remove the HOANGSVIT_TOKEN requirement entirely.
• Use the existing EPLUS_BOT_TOKEN to create the changelog branch/PR and merge it.
• Use github.token as github-actions[bot] to approve after required checks pass.
• Keep the repository rule requiring at least one approval.

This reduces the release flow to one repository secret while preserving separate PR author and reviewer identities.
