The spotbugs-maven-plugin <configuration> declared <maxHeap> twice${spotbugs.maxHeap} (2048) then a hardcoded 1024 that silently overrode it. So spotbugs.maxHeap=2048 was dead and the effective per-analysis (forked) heap was 1 GB. This removes the stray <maxHeap>1024> so the property takes effect (2 GB).

Note

Under -T 2C a full scan can run ~8 spotbugs forks concurrently (~8×2 GB + 4 GB maven ≈ 20 GB > the 16 GB runner). If the full-scan spotbugs job OOMs, lower spotbugs.maxHeap or the reactor thread count (inline comment added).

Independent of the CI-shape / SpotBugs-scoping work.
