fix(protocol): keep one context-budget reminder (v1.3.173) - #451

Lifting every historical role=system turn appended another identical total_tokens reminder after the cache breakpoint, so reads froze around 80K and the conversation was rewritten each turn.

Sonnet 5 等不支持对话中途
role=system的型号，会把每一轮<total_tokens>提醒抬进缓存断点后面的 system 尾块。尾块每轮变长，cache_read停在工具和官方前缀（现场约 80.5K），后面的对话每轮整段cache_creation。改动
整段 system 只留一条预算提醒。官方前缀里的那条不动。混在其他内容里的
system-reminder不会被拆掉结束标签。部署
控制面 overlay。无迁移，不必
wrap-cli/sync。备份：
/opt/vm2api/.deploy-bak-vm2api-1.3.173-20261015T090740Zverify-live.py 1.3.173：exit 0。version_file、health、panel、vms、web、docker_up 10/10、docker_identity 不变、conversation 200。
