feat(notify): add WeCom group robot channel - #447

Add notify.wecom (enabled / webhook / mention_all) alongside the existing email and Telegram channels: text messages via the qyapi group-robot webhook, 2048-byte UTF-8 truncation, and secret redaction in public config views and error messages. The webhook may be a full URL or a bare key, is never echoed back by GET, and an empty panel value does not overwrite it. Wire it into dispatchNotify, sendNotifyTest and notifyChannelsReady, accept channel=wecom on POST /api/panel/notify/test, default it in routing.json, and add a settings card with a test send. Documented under the CHANGELOG Unreleased section.
