Summary

add a public Project Status page with v1 release line and GitLab v0.1.0 migration baseline notes
link the status page from the homepage and docs index
add an August status blog post to bring public freshness forward

CI-equivalent Hugo build in ghcr.io/gohugoio/hugo:latest with PostCSS installed in-container
targeted external link check for audited GitHub/GitLab URLs returned HTTP 200
