docs: 补充使用统计隐私披露 / disclose usage statistics

背景

配合 desirecore/desirecore#1970 的产品使用统计能力，公开隐私政策需要准确说明实际采集内容、标识符性质、保留期限与关闭行为。

变更

• 同步更新中英文隐私政策，区分安装统计与产品使用统计
• 将设备标识准确描述为去标识化/假名化标识，而非完全匿名
• 披露默认状态、统一开关、本地队列、服务端去重与聚合保留规则
• 在中英文“数据与隐私”用户指南补充设置入口及远程实例行为
• 收窄旧政策中无法由当前实现支持的绝对安全与控制承诺

验证

• corepack pnpm build（中英文站点均构建成功）
• git diff --check

公开政策应先于或与 desirecore/desirecore#1970 同步发布。

Context

The public policy must accurately disclose the product-usage statistics introduced by desirecore/desirecore#1970, including collected fields, identifier characteristics, retention, and opt-out behavior.

Changes

• Update the Chinese and English privacy policies in sync
• Distinguish installation statistics from product-usage statistics
• Describe persistent identifiers as pseudonymous rather than fully anonymous
• Disclose defaults, the unified switch, local queues, server deduplication, and aggregate retention
• Add matching Data & Privacy user-guide sections, including remote-instance behavior
• Narrow unsupported absolute security and control claims in the previous policy
