Rename the admin publish command from ucode apply to ucode publish and rename ucode export's output flag from --output/-o to --file/-f, so the export-write and publish-read flags match.

ucode publish now takes an optional config file:

  • with no file, it publishes the locally authored config (built in-process);
  • with -f/--file, it publishes a config file produced by ucode export.

Both modes feed the same parser and enter the same validation and publication path. A file input must carry a top-level workspace that matches the configured one (stripped before the API request) and a spec_version that is the integer 1; server-owned and unknown or lossy fields are rejected. spec_version is kept in create and update requests and added to the update mask. The existing diff, no-op, confirmation, and update-in-place behavior is unchanged.
