This is unnecessary and complicates handling of storage.poll Modification: ------------- Remove AccessMask.READ_DATA requirement when querying file attributes via PnfsHandler.getFileAttributes before querying file locality via PoolMonitorV5.getFileLocality. Result: ------- DOWNLOAD activity is no longer required to query file locality.
