DX - 5386 -add AGENTS guide and skills for AI and contributors

Summary

This change adds contributor and agent documentation aligned with the Contentstack “AGENTS + skills” pattern: one root guide, canonical detail in skills/*/SKILL.md, and a Cursor-only pointer under .cursor/rules/.

What’s included

• [AGENTS.md] — Project purpose, tech stack, command reference, CI workflow links (security/policy; note that build/lint are not run in Actions), and a table linking each skill file.
• skills/ — Seven self-contained skills: dev-workflow, contentstack-kickstart, framework, next-app, typescript-style, testing, code-review. Each SKILL.md includes YAML frontmatter for agent discovery. No cross-links between skill files.
• [skills/README.md] — Short pointer to AGENTS.md for the skill index; avoids duplicating the table.
• [.cursor/rules/README.md] — Directs Cursor users to AGENTS.md and skills/*/SKILL.md.
