Flue runtime 0.8 no longer supports addressing sub-files within a skill
via session.skill('triage/reproduce.md'). Update all skill calls to use
the registered skill name and pass step/instructions via args instead.
- issue-triage: change triage/reproduce.md, triage/diagnose.md, etc. to
session.skill('triage', { args: { step: 'reproduce', ... } })
- fix-verification: change astro-pr-writer/SKILL.md to astro-pr-writer
- merge-fix: change merge/fix-ci.md to session.skill('merge', ...)
- merge-resolve: change merge/resolve-conflicts.md and
merge/clean-changesets.md to session.skill('merge', ...)
- Add .agents/skills/merge/SKILL.md so the merge skill gets discovered
