When ci-success-handler holds the Needs-Review promotion on a green PR that still carries open P0/P1 Codex findings, it emits dispatch_pr_iterate=true. Nothing consumed that signal, so such tickets would strand at draft-pr-open / In Progress. Wire it into the existing agent-run job instead of a separate self-dispatching job: agent-run now needs [preflight, ci-success-handler] and resolves stage=pr-iterate from dispatch_pr_iterate, mirroring how ci-failure-iterate already routes on the failure side. No new workflow invocation, no actions:write, no extra checkout/token/setup. The shared jira-ci-success-handler action already surfaces dispatch_pr_iterate on the latest dist-tag this repo pins to.
