Provision the TaskNotes type pack

What changed

• generate Planner’s required contract and provision from the canonical @tasknotes/model core-lite type pack
• allow reviewed definition and type-pack updates during collection setup
• preserve customized task types while updating managed contract schemas
• update generated manifests, tests, and access documentation

Why

Older collections can expose the previous digest of tasknotes.task 0.3.0-rc.3. Without a provision, mdbase filters those collections out before authorization. Supplying the shared pack lets mdbase assess and apply the managed-definition update during Setup review, without rewriting task records.
