Dependabot bumped @commitlint/{cli,config-conventional} to 21.1.0 in the
catalog but corrupted pnpm-lock.yaml — it dropped the config-conventional
entry from the `catalogs:` section and rewrote the importer specifier as
`21.1.0` instead of `catalog:`, so `pnpm install --frozen-lockfile`
(every CI job's Setup step) rejected the out-of-sync lockfile.
Regenerated the lockfile so the importer keeps `specifier: 'catalog:'`
(matching package.json) resolving to 21.1.0. No version changes beyond
Dependabot's intended commitlint bump.
