Adds an explicit
seed_method: pgbackreststandby path that restores the latest valid backup in standby mode before repmgr registration. Standby setup now installs pgBackRest before seeding, and the deployment-flow--dry-runflag genuinely stops before confirmation or mutation.No gem release or version change is included.
