docs: Add top-level LICENSE file for OpenSSF badge compliance#2321

The OpenSSF Best Practices badge automation requires a file named LICENSE at the repository root. The project already has LICENSE-MIT and LICENSE-APACHE, but the automated checker does not recognize those names. Add a top-level LICENSE that references both files.
