This is related to #141.

Patch details

This patch uses the '-ipo' flag for ICX as ICX is now based on LLVM unlike previous versions of it.
ICX is the Intel C++ Compiler. This is the LLVM branch of it.

NOTE:
This changes the flag '-ip' to '-ipo', which then fixes the previous issue per here.

Further comments

This PR is a refactor targeting ICX on Linux, Darwin and Windows doesn't use that flag because of their different Application Binary Interfaces, that has not been touched.
