I want to connect to another Open ID Connect provider, can this set of libraries be used for that?

This library (java-resource-server) is not for the purpose. It seems you are looking for a client library for OpenID Connect. You can find some client libraries under the following sites:

I am actually looking for resource server library.
I want to expose apis of my application, but the Auth should be deligated to some other configurable oidp.
It seems hard to find anything ready, or it is the case where I dont understand something.

For APIs, you need two servers. One is an authorization server. The other is a resource server. If the authorization server supports OpenID Connect, the server is called an OpenID provider in some contexts.

A resource server exposes APIs which are protected by access tokens (which are issued by an authorization server). A library for resource servers does not do many things. It will do only get information about an access token. In addition, it may validate the access token (= check whether the access token has not expired, whether the access token has necessary permissions, etc.).

java-resource-server is a sample implementation of a resource server. java-resource-server uses authlete-java-jaxrs as "a library for resource servers".

"Auth should be deligated to some other configurable oidp" implies that you are talking about an authorization server (not a resource server). Authentication is required as one step during authorization at the authorization endpoint of an authorization server, and it sounds you want your authorization server to delegate the authentication to external OpenID providers.

java-oauth-server is a sample implementation of an authorization server / OpenID provider, but it does not utilize external OpenID providers.

There exist some solutions for "social login" (nearly equal to "login with an account of an external SNS"). I wish you can find such solutions.
