not a review, just unblocking. merging this does mean the generated translation PRs will:

• break the translations' navigation, unless someone is manually updating it for each PR
• break links unless someone is manually updating redirects for each PR

this github action will not address the following issues:

• the translations are already out of date because we pushed the mass retranslation before there was a system to keep it updated in #1824

• the translated navigation is untranslated in many places because, to fix the broken navigation from the mass retranslation, we copied the english navigation structure over in #1866
