Adds declarative local runtime targets to Code, including broker discovery, readiness handling, endpoint/model configuration, selection-state integration, documentation, and tests.\n\nVerified from a clean Linux clone with:\n- go vet ./...\n- go test ./...\n\nThis enables Code to select and launch an OMP session backed by the machine-local Qwen runtime managed by atyrode/dotfiles.
