docs: Add experimental API clients section to API page - #2819

The navbar dropdown pointed at individual client, SDK, and CLI doc sets, including five GitHub links for the experimental clients. Point the navbar at the three landing pages instead, and list every experimental client on the API landing page so those libraries stay discoverable.
