[Iceberg compaction] Add committer DoFn

Part of #39221

Adds the commit stage in the compaction pipeline. This takes grouped batches of rewritten data files and commits them. Handles atomic and partial progress modes. Handles errors and routes them to the appropriate downstream collections.
