Summary

• Bump the revision property in root pom.xml from 1.8.9 to 1.8.10-SNAPSHOT for the next development iteration.
• After the 1.8.9 release, several PRs have been merged (Simple rules should have higher priority than regular expression rules #3565, fix the bugs about http-method-specify in spring-webmvc-v6x and incorrect time unit in dashboard #3569, fix: Endpoint#toString host formatting; add Endpoint unit test #3578, docs: fix table style in sentinel-parameter-flow-control README #3583, chore: fix ut ExceptionCircuitBreakerTest #3600, feat: support Spring RestClient #3602, etc.) but the development version was not updated accordingly.
