… runs by hand The M148 entry claimed "backfills the pre-upgrade rows as degraded. No manual step." Migration 042 no longer rewrites rows (Indy: "yes done by hand"), so the Upgrading section now carries the operator statement verbatim and says which rows need it: a live upgraded host converges on its first heartbeat; dormant hosts and pre-upgrade daemons wait for the statement. The M148 changelog entry: policy is assigned from the dashboard and delivered with the runner's identity; a host that cannot enforce it reads degraded and receives no work. Pairs with agentsfleet PR feat/m148-assigned-runner-policy.

Greptile Summary
Adds the M148 release notes describing assigned runner isolation policy, degraded-runner behavior, migration steps, API changes, and dashboard controls.
Confidence Score: 4/5
The PR should not merge until the newly referenced runner refusal code is added to the canonical error-code reference.
The changelog exposes
UZ-EXEC-017to operators, while the Runs error table still ends atUZ-EXEC-016, leaving the new refusal without its canonical explanation and remediation.Files Needing Attention: api-reference/error-codes.mdx
