Imported Anchore NVD overrides

This is a draft for the Anchore NVD override importer.

Completed:

• created the anchore_importer.py
• added the initial importer structure and minor implementation
• began the pipeline integration by registering the importer in the package initialization

In progress:

• implement the core logic to fetch and parse Anchore NVD override data
• map the parsed data into the appropriate schemas
• complete the importer registration and integration with the central importer registry
• add unit tests covering the parsing and import logic

Note:
This PR is still a work in progress and will be updated as development continues.
