For PRs authored by hosted-weblate[bot] without the dependencies label, the preceding “Changes and improvements” category still matches first through its * label rule because its exclude.authors list omits this bot. GitHub assigns a PR matching multiple categories to the first matching category, so the new Translation updates entry is not reached; add the bot to that earlier exclusion list as well.
