Description
Problem: SDK releases now require human approval, but the operator path was not written down in one place.
This adds a small internal runbook that can be pinned in
#production-release-observability..github/runbooks/sdk-release-approval.md.VapiAI/docsActions tab.Related to PRISM-1030.
